Manager of Research and Grants Accounting

Responsible for all post-award financial administration of research grants and contracts. Position Title: Assistant Director, Post Award

Reports to the Director, Office of Sponsored Programs and is responsible for providing project management assistance including post-award grant management, maintenance of award database, conducting budget review, managing subcontract process for the Office of Sponsored Programs, managing the information dissemination process and assisting the Director, OSP with other post award activities and general department administration.

ESSENTIAL JOB FUNCTIONS:

Assist Principal Investigators in managing external grants and contracts, planning and carrying out research programs and goals to assure compatibility with available resources.

Carries out administrative policies, procedures and direction of Director, OSP, Chief Administrative Director, the Director and president, Children’s Memorial Research Center (CMRC) and the CMRC Board of Directors regarding allocation and utilization of CMRC resources.

Assists in the development and management of all subcontracts that are required on sponsored projects. This includes the development of the subcontract documentation to subcontract institutions and maintaining a computerized database to track subcontract status, maintaining subcontract budgets and payments to date and troubleshooting payment issues as well as coordinating signatures with principal investigators.

Responsible for closing out awards which end dates have passed. This includes reviewing award documentation to ensue that sponsor requirements have been satisfied, payments have been received and all financial issues have been resolved. This includes assisting CMH fund accounting with issues/questions as they relate to closing funds.

Assist Director with extracting information for the Lawson Accounting system. This includes assisting Principal Investigators and their staff with questions as they relate to sponsored funds.

Requirements

A level of knowledge normally acquired through the completion of a Bachelor’s Degree or equivalent experience in research administration.

One to three years of progressively responsible experience in post award research administration.

Experience in accounting systems and standard accounting practices.

Metropolitan State College of Denver, one of the largest public four-year colleges in the United States, invites inquiries, nominations and applications for the position of Executive Director of the Office of Sponsored Research and Programs. The Office of Sponsored Research and Programs provides faculty members, staff and administrators with full-service support and administration for all research contracts and grants through a number of functional units. The office is responsible for submitting proposals and grant applications for sponsored research and instruction on behalf of Metro State. Services include review and interpretation of contracts and grant requirements, determination of appropriate terms and conditions, and establishment of pre-contract agreements, as well as the monitoring of all active contracts and grants, including modification of existing agreements. Currently the Office administers/manages almost $8M annually.

Reporting to the Vice President of Institutional Advancement, the Executive Director of the Office of Sponsored Research and Programs will provide institutional leadership with an emphasis on collaborative assistance to faculty members, staff and administrators in all areas related to the discovery, development, implementation, and management of publicly funded grants and grant-related contracts. In this role, the Executive Director will: serve as point person for federal, state, local and private agencies, identify and disseminate information on public grant and contract opportunities in a timely manner; develop and maintain appropriate policies and procedures; oversee compliance programs and audit processes.

The successful candidate should possess competence and experience with the development and management of complex budgets. He or she should have excellent written and oral communication skills, leadership ability, and a demonstrated ability to work constructively and diplomatically with many diverse individuals and groups both within and outside the campus. Prior supervisory and management experience and participation in strategic planning are required. The Director, Research Integrity and Oversight will advise the VPR and provide independent oversight and monitoring of research compliance activities both internally and across the system.  Specifically this position will be responsible to:

·        ensure that the University employees are educated in policies, procedures, and legal requirements relevant to research  compliance

·        aid in the development and enforcement of research related policies

·        provide oversight and monitoring of OVPR research services

Program/Unit Description

Over the past decade, the University of Minnesota has developed and implemented several independent research compliance and oversight programs within the Office of the Vice President for Research, all of which have earned a reputation as strong, effective and beneficial programs.   However, it has become clear that to maximize the effectiveness of these research compliance operations in the OVPR, it is necessary to have them organized such that their functions can integrate seamlessly among themselves and also be able to interface effectively with the growing network of compliance partners and responsibilities across the campus.  To accomplish this, the Vice President for Research has created the Research Integrity and Oversight office which will oversee all OVPR compliance functions and organize them operationally such that they can interact effectively with each other, optimizing the effectiveness of their individual areas of responsibility, and providing the most efficient operation possible given the ever changing and complex regulatory environment.

Key responsibilities include, but are not limited to:

·         2-3 years of experience in grants and contract administration and negotiating in a variety of areas (government, industry, foundation, etc.) required.

·         An ability to handle multiple tasks effectively is mandatory.

·         Knowledge and experience of preaward and postaward research administration in academic setting with the ability to interpret and understand federal and non-federal regulations and operations of sponsored research. 

·         Ability to work in fast paced environment with strict deadlines.

Job Summary
Under direction, plans and arranges own work and proceeds according to established policy and procedure.  Supports the division’s research enterprise by providing pre and post award administrative support.  Provides research administration support to Division Administrator, faculty members, and research staff.  Assists with proposal submissions, prepares award budgets, prepares research progress reports, reviews award expenditures, prepares technical and financial reports, and conducts effort reporting activities.

Principal Accountabilities

Under supervision, provides research administration services to the division’s faculty and research staff.  Completes all research administration activities in a timely, accurate, and compliant manner.  Responds to inquiries related to research administration.

 

Responsible for pre-award administration of grants and contracts activities to include proposal submission and coordination; proposal budget and justification preparation; sponsor and university proposal form completion; coordination of IRB and ACUC protocols; sub-recipient coordination; coordination of facilities and administrative costs, space, and co-investigator agreements; and Just In Time (JIT) protocol.

 

Responsible for post award administration of grants and contracts to include: account set up; labor distribution assignments; processing purchase orders; completing expenditure reviews; coordinating core resource account setup and maintenance; reconciling monthly payroll entries; verifying and processing cost share entries; preparing and submitting invoices to sponsors; regularly reviewing award budget status with investigators; preparing interim and final financial and technical progress reports; and facilitating account close out activities.

 

Prepares special reports based on investigator, chief, administrator, and departmental requests.  Maintains divisional funding commitments for investigators.  Serves as the divisional contact for new research faculty orientation activities. 

 

Assists investigators with the search for new funding opportunities; serves as divisional liaison for funding agencies, subcontractors, collaborators, and institutes/centers/departments within the university.  Participates in efforts to improve research administration for the division, department, and school.  Serves on department, school, and university committees related to research administration.

 

Assists division administrator or chair in maintaining division’s research compliance program by ensuring adherence to all University policies and procedures, federal, state, and other funding agency rules and regulations.  Provides guidance and training to investigators and research support staff on applicable rules and regulations.  Compliance program components include, but are not limited to research safety, effort reporting, and conflict of interest reporting.

 

Performs other related duties as assigned.

 

Minimum Qualifications:

BS or BA in accounting, finance, business or related field with a minimum of 4 years in an administrative support role in an academic environment with 2 years direct experience in research administration or the equivalent combination of education and experience where similar knowledge, skills, and abilities may be acquired.

Job Summary:

This position will provide lifecycle pre- and post-award research administration at the department level, including identifying funding sources, preparing proposal materials, managing sponsored account activity, ensuring ongoing compliance with regulatory and institutional policies, and assisting with award closeout responsibilities.  This position will also participate in school-level sponsored research initiatives and projects as assigned.

Specific Responsibilities:

Collaborating with Department Chair and Department Business Administrator to achieve department research mission and goals;

Senior Grants Administrator

Position Description: 

Working in collaboration with faculty and business managers the Senior Grant Administrator (SGA) assists with accurate and timely proposal submission and ensures proposals meets sponsor and University guidelines/regulations. The SGA functions as an expert partner and facilitator in pre and post-award administration, coordinating with the PI and/or department business staff and sponsors to ensure that government regulations, policies and process are consistently followed. The SGA provides compliance oversight and guidance and policy communication, interpretation, and recommendations. The SGA is an advocate for a responsive, effective research administration team within the Grants Division of Sponsored Research Services, a deadline-driven customer service organization.  

 

Administer specialized grant activities; provide recommendations and expert advice to management or other groups on process-related topics; conduct or carry out procedures and activities in accordance with compliance requirements. Responsibilities are broad and complex to highly complex. Works independently.  

 

Qualifications:

Bachelor's degree with three (3) years experience; -OR- Associate's degree with five (5) years experience; -OR- seven (7) years experience. Degree must be in a related field with experience in accounting and/or grant and contract administration or related area.

Ideal Skills and Abilities:
Knowledge of general accounting practices and grant accounting, internet protocols and procedures to advise and assist faculty, staff and administrators with finding funding opportunities and electronic proposal transmission, ability to plan effectively and to meet deadlines as demanded by the position, ability to read and interpret complex guidelines, ability to communicate effectively with individuals and groups, ability to interact with individuals from a broad variety of disciplines and interests, ability to use spreadsheet, word processing, database, and Powerpoint programs, ability to use web based protocols, and the ability to analyze data and solve problems.

Broad knowledge of sponsored programs administration, intermediate level experience in the Microsoft Office Suite, SAP experience. Excellent interpersonal, customer service and communication skills; good analytical and problem-solving skills; ability to organize and work under pressure.

Must be able to assist faculty in matching research interests with external funding opportunities and assist with grant submissions (budget development, proposal review, etc.).
